King County Sheriff’s detectives are recommending an additional rape charge be filed against Phillip Baldwin, age 20, from Maple Valley.

Baldwin is already in custody and charged with second-degree rape and attempted rape for an attack that occurred in Seattle, Sept. 22, and another in Covington Sept. 30.

According to the detectives, DNA evidence has linked Baldwin to a July 28 attack of a woman in Covington.

The 21-years-old woman had just left the LA Fitness in Covington. The suspect is alleged to have grabbed and choked her, then dragged her to a nearby wooded area where she was raped.

“Stranger-rapes are very difficult to solve,” Sheriff Sue Rahr said. “We are very pleased that this man is off the street and in jail where he belongs.”

Baldwin is currently held on $1,000,000 bail.

Detectives believe the King County Prosecutor’s Office will add the additional charge shortly.

According to the probable cause document concerning the Sept. 30 Covington attack, Baldwin is alleged to have gained entry into a woman’s home at about 10 a.m. through a ruse. She did not know the man.

The 28-year-old woman had a newborn and toddler with her. She had the newborn in a carrier on her chest. Once inside, Baldwin is alleged to have grabbed her from behind and put his hand over her mouth. He threatened to hurt her children if she did not comply.

The Sept. 22 attack occurred in Ballard. The suspect is accused of grabbing a 26-year-old woman from behind and dragging her into a yard in the 1100 block of Northwest 57th Street in Ballard.

The Seattle Police Department probable cause document stated, “The suspect threatened to kill her if she screamed and demanded money.”

A homeowner came to investigate when the woman began to scream during the assault. The suspect fled the scene.

The police report noted Baldwin worked at a business about 10 blocks from the scene of the attack.
