Covington asks questions and seeks answers for town center

The city of Covington is trying make the stuff of a downtown dream come to life.

The planning commission, city staff and City Council members presented a public meeting April 15 to gather opinions, impressions and ideas to help draw a clear picture of a town center and downtown.

Developers, residents and business owners attended the first meeting and a second is planned for 6:30 p.m. May 27 in the at the Covington City Hall community room, 16720 S.E. 271st St.

At the first meeting a series of questions were asked during a panel discussion including the importance of public-sector participation and how long to wait for market conditions to develop the town center.

Other questions included the height allowed for building in the downtown and parking.

Comments summarized by the city staff included,

• Cities need to consider they are in competition with Kent valley or Kenmore.

• A market doesn’t build civic space unless someone pays for it.

• If you raise property owner expectations then it may become tough to make the deal pencil out.

• The best community develops over time.

A question concerning why businesses were not located in Covington brought a comment about the length of time it takes for permits. It was also pointed out with new staff the permit process has been streamlined.
