Free spay and neuter needed

My one big criticism about the King County Animal Shelter is that they do not have a policy of mandatory spay and neutering for all pet dogs and cats. As a tax-payer, I cannot justify taking money from the general fund (and the low compliance rates with pet licenses, mandates funding animal control from the general fund) to keep unadoptable animals alive.

As tax-payers we have far better things to spend our money on. Pot-holes, police protection, housing the homeless, parks, etc.

If the state taxed dog and cat food and placed a luxury item on pet luxury items (Halloween costumes, diamond studded collars) then enough revenue could be raised to support a free mandatory spay and neuter clinic.
